SFDA notification through an authorized importer
Cosmetics in Saudi Arabia are regulated by the Saudi Food and Drug Authority (SFDA). Before a product can be sold, it must be notified through the SFDA's electronic cosmetic notification system, and this is handled by a Saudi-based authorized representative or licensed importer. A foreign brand cannot notify directly.
The authorized representative:
- Submits the SFDA cosmetic notification for each product.
- Manages customs clearance and conformity requirements (including SABER/SASO conformity steps where applicable).
- Is the accountable local contact for the product.
As with the UAE, the quality of your local partner largely determines how smoothly entry goes.
Documentation you will need
SFDA notification generally requires product and ingredient details, a free-sale certificate from the country of origin, safety and COA documentation, GMP evidence, and compliant artwork. From your Korean manufacturer, line up:
- A free-sale / export certificate confirming legal sale in Korea.
- Full ingredient disclosure with INCI names.
- GMP evidence (ISO 22716) and per-batch COA.
- Safety and stability documentation.

Halal and ingredient sensitivity
Halal-compliant formulation carries even more weight in Saudi Arabia than in the broader Gulf. Products with animal-derived ingredients (such as certain collagens or enzymes) or high alcohol content face scrutiny and reduced commercial appeal. Halal certification and Halal-friendly formulation are frequently decisive. Because not every Korean manufacturer is Halal-certified, treat it as a screening criterion when selecting a factory rather than a later add-on.
Arabic labeling
Arabic labeling is required for products sold in Saudi Arabia, covering product function, directions, warnings, and key information, typically alongside English. Plan Arabic-first bilingual artwork from the start.
Market notes
The Saudi market is large, young, and increasingly online. Vision 2030 reforms have expanded retail and female workforce participation, fueling beauty spending. Skincare — brightening, hydration, anti-aging, and sun care — performs strongly, and Korean formulations are well regarded.
